JE-OPETS-BEI Industry Day 15 November 2017, Edgewood, MD (APG South)


The Joint Enterprise Omnibus Professional Engineering and Technical Support Business & Analytical, Engineering & Technical, and Information Technology (JE-OPETS-BEI) is the third and final component of the follow on acquisition strategy to OPETS. This component contains the remaining three domains B&A, E&T, and IT. The intended award methodology for JE-OPETS-BEI is to make at least three IDIQ contract awards NLT the 4th quarter of FY 18.

An Industry Day focused on Acquisition and Logistics & Medical was held on 27 June 2017. An update on those acquisitions at this Industry Day on 15 November 2017 will focus on the schedule to award as the details previously provided on FBO remain unchanged.

The event will be held in building E4516, APG South, Edgewood, MD. Please note: In the event you cannot travel to Edgewood, MD, the entire Industry Day will be recorded and turned into a webcast and will be posted on the webpage.

The Industry Day agenda shall consist of:

  • Safety/Security brief from 9:00 to 9:15 (EDT)
  • JE-OPETS overview briefing 9:15-10:00 a.m. (EDT)
  • Contracting Strategy presentation from 10:00-10:15 a.m. (EDT)
  • Question and Answer from 10:15-11:00 a.m. (EDT)
  • Wrap up from,11:00 -11:15 a.m. (EDT)

All questions regarding the Industry Day shall be submitted online by clicking the “Submit Questions & Comments” button above. It is anticipated that the answers to questions during the Industry Day shall be posted via attachment to the FBO posting and on the Industry Day Info Site on or about 27 November 2017.

Acceptable Topics for Discussion during Q&A Open Forum


1. The general purpose of announcing upcoming business opportunities; 2. Any information that has already been made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of the JE-OPETS requirement.

Unacceptable Topics for Discussion during Q&A Open Forum


1. Proprietary or confidential business information of incumbent contractor(s) or other business entities; 2. Privacy Act protected information such as incumbent contractor employees’ personal data; 3. Trade Secrets Act protected information; 4. Speculation on what the government might be looking for in proposals.

Conditions


To attend the Industry Day on Base:

Please arrive early as your identification will be scanned at the APG Visitor Center. The APG Visitor Center has implemented the REAL ID Act (the Act). This Act established minimum security standards for license issuance and production and prohibits Federal agencies from accepting for certain purposes driver's licenses and identification cards from states not meeting the Act's minimum standards. A list of acceptable forms of identification is attached. For more information about the Act and to see where your state’s compliance is, please visit https://www.dhs.gov/real-id well before the Industry Day so you can access the base.

Acceptable ID Policy

Foreign Nationals are handled differently and require an official Visit Request. Please work with the Contract Specialist, Steve Smith , if you are a Foreign National.

Information below is provided as background on all three of the JE-OPETS contracts.


BEI- Business & Analytical, Engineering & Technical, and Information Technology

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) JE-OPETS-BEI contract will be a single, stand-alone Multi Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle for Professional Services in support of Business & Analytical, Engineering & Technical, and Information Technology requirements, with centralized management, providing contractor support to the JPEO-CBD and subordinate JPMs. The JE-OPETS-BEI ID/IQ will have a six year ordering period and one additional year for performance and a ceiling of $249M. .

Acquisition

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) JE-OPETS Acquisition contract will be a single, stand-alone Multi Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle for Professional Services in support of Acquisition requirements, with centralized management, providing contractor support to the JPEO-CBD and subordinate JPMs. The JE-OPETS Acquisition ID/IQ will have a six year ordering period and one additional year for performance and a ceiling of $249M and will be a full set aside for Small Business.

Logistics and Medical

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) JE-OPETS Logistics and Medical contract will be a single, stand-alone Multi Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle for Professional Services in support of Logistics and Medical requirements, with centralized management, providing contractor support to the JPEO-CBD and subordinate JPMs. The JE-OPETS Logistics and Medical ID/IQ will have a six year ordering period and one additional year for performance and a ceiling of $249M.

These separate ID/IQ contracts will be competed, awarded, and administered separately but the Industry Day will include presentations on both requirements in order to minimize cost to industry and facilitate consistent delivery of pertinent acquisition milestones and objectives. Each JE-OPETS contract will establish a cadre of highly qualified contractors to compete for Professional Service Task Orders awarded under each respective ID/IQ Contract.
