Background



Acquisition

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) JE-OPETS Acquisition contract will be a single, stand-alone Multi Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle for Professional Services in support of Acquisition requirements, with centralized management, providing contractor support to the JPEO-CBD and subordinate JPMs. The JE-OPETS Acquisition ID/IQ will have a six year ordering period and one additional year for performance and a ceiling of $249M and will be a full set aside for Small Business.

Logistics and Medical

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) JE-OPETS Logistics and Medical contract will be a single, stand-alone Multi Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle for Professional Services in support of Logistics and Medical requirements, with centralized management, providing contractor support to the JPEO-CBD and subordinate JPMs. The JE-OPETS Logistics and Medical ID/IQ will have a six year ordering period and one additional year for performance and a ceiling of $249M.

These separate ID/IQ contracts will be competed, awarded, and administered separately but the Industry Day will include presentations on both requirements in order to minimize cost to industry and facilitate consistent delivery of pertinent acquisition milestones and objectives. Each JE-OPETS contract will establish a cadre of highly qualified contractors to compete for Professional Service Task Orders awarded under each respective ID/IQ Contract.

Industry Day Info

The JPEO-CBD will host an Industry Day following the release of a draft RFP for the JE-OPETS contracts. The draft RFPs will be published to FedBizOps NLT 14 June 2017. The Industry Day will be held on 28 June 2017 from 0900 to Noon in Building 4516, Assembly Room A at Edgewood, MD. The Industry Day will allow Industry to hear the latest JE-OPETS contract strategy, as well as, offer an opportunity to submit questions pertaining to the draft RFP or information given during the event. Registration for the event will close on 26 June 2017.

The Industry Day event will not be broadcast live – a recording will be posted for online viewing. Industry can submit comments/questions via this website until 23 June 2017 at noon. While every attempt to answer your question at Industry Day will be made, all questions and answers will be consolidated and posted to FedBizOpps at a later date.

The Industry Day agenda shall consist of a Safety/Security brief from 9:00 to 9:15, JE-OPETS overview briefing 9:15-10:00 a.m. (EDT), Contracting Strategy presentation from 10:00-10:15 a.m. (EDT), Question and Answer from 10:15-11:00 a.m. (EDT), and wrap up from,11:00 -11:15 a.m. (EDT). All questions regarding the Industry Day shall be submitted online by clicking the “Submit Questions & Comments” button on the Industry Day Info Link provided in the additional information below. It is anticipated that the answers to questions during the Industry Day shall be posted via attachment to the FBO posting and on the Industry Day Info Site on or about 10 July 2017.

Acceptable Topics for Discussion during Q&A Open Forum


1. The general purpose of announcing upcoming business opportunities; 2. Any information that has already been made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of the JE-OPETS requirement.

Unacceptable Topics for Discussion during Q&A Open Forum


1. Proprietary or confidential business information of incumbent contractor(s) or other business entities; 2. Privacy Act protected information such as incumbent contractor employees’ personal data; 3. Trade Secrets Act protected information; 4. Speculation on what the government might be looking for in proposals.

Conditions


To attend the Industry Day on Base:

Please arrive early as your identification will be scanned at the APG Visitor Center. The APG Visitor Center has implemented the REAL ID Act (the Act). This Act established minimum security standards for license issuance and production and prohibits Federal agencies from accepting for certain purposes driver's licenses and identification cards from states not meeting the Act's minimum standards. A list of acceptable forms of identification is attached. For more information about the Act and to see where your state’s compliance is, please visit https://www.dhs.gov/real-id well before the Industry Day so you can access the base.

Acceptable ID

Foreign Nationals are handled differently and require an official Visit Request. Please work with the Contract Specialist, Steve Smith, if you are a Foreign National.
