Thomas Bouchard - Director

Mr. Bouchard is the Chief of Natick Contracting Division (NCD) located in Natick, Massachusetts. NCD is comprised of over 100 acquisition professionals and supporting personnel located at four separate locations. In addition to the office in Natick, Massachusetts, NCD also has offices in Milford, Massachusetts; Orlando, Florida; and Fort Detrick, Maryland. NCD works the contracts for many of the military’s most important programs, such as technologies for Chemical/Biological agent detection, Tactical Unmanned Aircraft Systems, and for programs supporting Traumatic Brain Injury research. NCD works with over 20 customers and awards contracts with values of over $1 billion annually.

 

Maria Dunton - Chief of Staff

Ms. Maria C. Dunton has been with the organization for over 12 years and has held positions of increasing responsibility culminating with her most recent promotion in March 2016 as Natick Contracting Division's (NCD) Chief of Staff. In her newest role as Chief of Staff, Ms. Dunton serves as a liaison to Headquarters OPARC Staff, our customers, and NCD Senior Leadership. She is currently managing a $16.1 million dollar budget.

 

Richard Alves - Branch Chief

Richard R. Alves, Jr. is currently serving as a Branch Chief and Contracting Officer for US Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD). In this role, he is responsible for conducting and managing all facets of the acquisition process including initial acquisition strategy development, pre-solicitation activities, source selection and best value evaluations, contract negotiation and award, and administration of complex, multimillion dollar acquisitions on behalf of the Joint Program Executive Office-Chemical and Biological Defense (JPEO-CBD), Ground Applications Program Office (GAPO), Naval Health Research Center (NHRC) and the US Air Force Electronic Systems Center (ESC) Innovation/Rapid Prototype/IED Defeat Branch (ESC/XRTI).

 

John Conlin - Branch Chief

John Conlin is a Branch Chief and Contracting Officer for the Natick Contracting Division (NCD) Natick Branch, which supports the Natick Soldier Research, Development and Engineering Center, and the Natick Soldier Systems Center Garrison. Mr. Conlin has worked at NCD as a Contracting Officer, Contract Specialist and Contract Specialist intern since 2008. Prior to that, he was a contract manager for the Boston Symphony Orchestra. Mr. Conlin received his Master of Business Administration Degree from the University of Rhode Island, and his Bachelor of Arts in History from Rhode Island College. He is DAWIA Level 3 certified in Contracting and is a member of the Army Acquisition Corps.

 

Peter Mcdonald - Branch Chief

Contracting Officer (PCO) with multiple unlimited warrants. He is a member of the Army Acquisition Corps and is certified for DAWIA Level III Contracting and Level I Program Management. Previous assignments include the USAF Hanscom AFB as a Supervisory Contracting Specialist for a Plans and Program Flight responsible for the setup, configuration and direct maintenance of the organizational information technology equipment and systems.

 

Larry Mize - Branch Chief

Mr. Larry Mize is the Natick Contracting Division (NCD) Fort Detrick Branch Chief. In this role, Mr. Mize works with a geographically dispersed team of experienced contract specialists to award, manage and negotiate advanced research and development contracts and grants primarily in support of medical chemical, biological, radiological, and nuclear (CBRN) defense systems. NCD Fort Detrick’s largest customers are Medical Countermeasure Systems (MCS) Joint Project Management Office headquartered at Fort Detrick, Maryland and the Program Manager Special Programs (PMSP) located at Fort Belvoir, VA. Mr. Mize is responsible for additional contract support of activities located at Aberdeen, MD, Fort Detrick, MD, San Diego, CA and other locations.

 

Sean Murphy - Branch Chief

Murphy is a Contracting Officer and Branch Chief with the Natick Contracting Division (NCD). Mr. Murphy has been in government contracting for over 23 years and has been with Natick Contracting for the past 16 years. He has served as a warranted Contracting Officer since May of 2004 and was promoted to Branch Chief in March of 2009. One of his proudest accomplishments while working at NCD has been his contributions to the Ability One program which helps the government contract with both SourceAmerica and National Industries for the Blind (NIB) under the AbilityOne Program. This program is especially important for the Department of the Army, as the Ability One program helps employ people with disabilities which includes many service disabled veterans.
