INFORMATION FOR SUBMITTING A PROPOSAL AGAINST THE BAA

The following information has been compiled to provide you with the proper information for submitting a proposal under the Joint Project Manager Medical Countermeasure Systems Broad Agency Announcement (BAA).

 The BAA provides detailed information regarding proposal format, submission and cover page information. In addition to the information contained in the BAA, offerors are required to submit additional documentation, such as representation and certifications, subcontracting plans, which is addressed in the BAA. Prospective contractors shall be registered in the System for Award Management (SAM) data base prior to award of a contract or agreement.  In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquistion.gov as part of the required registration. The online representations and certifications Application will be supplemented by DFARS representations and certifications found at the link above. This DFARS representations and certifications must be completed and submitted with the BAA proposal.

Certifications for Grants and Agreements

  

Grant awards greater than $100,000 require a certification of compliance with a national policy mandate concerning lobbying. Statues and Government-wide regulations require the certification to be submitted at the time of proposal rather than at the time of award. The certification is set forth at Appendix A to 32 CFR 28 regarding lobbying. The certification can be provided in either of two ways:

  1. Print and have it signed in full text by an authorized official of the university, nonprofit organization or commercial entity.
  2. Incorporation by exact reference to the CFR as cited above. The proposal must include the following: “By signing and submitting the proposal, the proposer is providing Certification at Appendix A to 32 CFR Part 28 regarding lobbying.” The proposal must be signed and dated by an authorized official of the organization. This method should also include the proposer’s request for proposal evaluation described above, along with the organization’s taxpayer identification number (TIN).
