INFORMATION FOR SUBMITTING A PROPOSAL AGAINST THE BAA
The following information has been compiled to provide you with the proper information for submitting a proposal under the AFPMB Broad Agency Announcement (BAA).

Prospective recipients shall be registered in the System for Award Management (SAM) data base prior to award of any agreement. In accordance with 2 CFR Part 200, prospective recipients shall complete electronic annual representations and certifications at SAM accessed via https://www.sam.gov as part of the required registration. 2 CFR Part 200 requires recipients (i) be registered in SAM before submitting an application; (ii) provide a valid unique entity identifier in its application; and (iii) continue to maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by a Federal awarding agency. A Federal awarding agency may not make a Federal award to an applicant until the applicant has complied with all applicable unique entity identifier and SAM requirements and, if an applicant has not fully complied with the requirements by the time the Federal awarding agency is ready to make a Federal award, the Federal awarding agency may determine that the applicant is not qualified to receive a Federal award and use that determination as a basis for making a Federal award to another applicant.
Grant awards greater than $100,000 require a certification of compliance with a national policy mandate concerning lobbying. Statues and Government-wide regulations require the certification to be submitted at the time of proposal rather than at the time of award. The certification is set forth at Appendix A to 32 CFR 28 regarding lobbying. The certification can be provided in either of two ways:
Print and have it signed in full text by an authorized official of the university, nonprofit organization or commercial entity.
Incorporation by exact reference to the CFR as cited above. The proposal must include the following: “By signing and submitting the proposal, the proposer is providing Certification at Appendix A to 32 CFR Part 28 regarding lobbying.” The proposal must be signed and dated by an authorized official of the organization. This method should also include the proposer’s request for proposal evaluation described above, along with the organization’s taxpayer identification number (TIN).
