Joint Enterprise Research, Development, Acquisition and Production/Procurement (JE-RDAP)


Recently we have had several inquiries regarding the schedule to include the projected release of the Request for Proposal (RFP) for the JE-RDAP contract. As indicated during the JE-RDAP Industry Day, we are in the document review process that are required prior to the release of the RFP. For your planning purposes, a specific date for the RFP release has not been set but should be shortly after successful completion of the document reviews. The anticipated RFP release date is on or about 29 July 2016. Please monitor the JE-RDAP Solicitation website for future announcements related to the RFP:

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) JE-RDAP contract will be a single contract vehicle, with centralized management, providing contractor support to the JPEO-CBD and subordinate JPMs. The JE-RDAP contract will establish a cadre of highly qualified contractors to compete for Research, Development, Acquisition, and Production/Procurement (RDAP) Orders. RDAP Orders awarded under the JE-RDAP Contract will provide for future research, development, production/procurement, and fielding of CBRNE defense systems, equipment, and materiel. JE-RDAP will be a long term, Multiple Award, Enterprise-wide, omnibus contract, with a potential ceiling of $7.81 billion. The JE-RDAP contract strategy is still being developed.

Industry Day

The JPEO-CBD will host an Industry Day following the release of a draft RFP for the JE-RDAP contract. The draft RFP will be published to FedBizOps NLT 1 Dec 2015. The Industry Day will be held on 8 Dec 2015 from 0800 to Noon in the Myer Auditorium at APG (Aberdeen Area).

The Industry Day will allow Industry to hear the latest JE-RDAP contract strategy, as well as, offer an opportunity to submit questions pertaining to the draft RFP or information given during the event. Registration for the event will close on 3 Dec 2015.

The online Industry day event will begin 10 Dec 2015 (the event will not be broadcast live – a recording will be posted for online viewing). Industry can submit comments/questions via this website until 22 Dec 2015. A response to any questions submitted will be posted to this website by 12 Jan 2016.

Procedures to get onto APG (Aberdeen Area) and to Myer Auditorium:
All visitors without a CAC/Government Personal Identity Verification (PIV) card will have to stop by the visitor center (by the MD 715 gate) and present ID and vehicle registration. Visitors are encouraged to arrive early to allow time to obtain a visitor's pass. A visitor’s pass can be obtained as early as a month prior to the event, which can alleviate time spent at the visitor’s office during the morning of the event). Enter through the MD 715 gate entrance and turn right onto Combat Drive. Turn left into the first parking lot. The Myer Auditorium is the last building (bldg. 6000) on the right. Click to view Map.
